The Daily Brief
Today
Good morning. The heaviest move of the day is quiet and structural: the Trump administration has tied billions in rural health funding to the policy commitments states make, among them scrapping their certificate of need, or CON, laws governing where new hospitals get built. Dressed up as aid to the countryside, it is a lever to pry open hospital markets for capital — federal dollars made contingent on states surrendering the rules that decide where and how hospitals are built.
The same administration spends its day working the ballot box. Trump heads to Kansas to prop up embattled Republican Senator Roger Marshall, facing a strong challenge from Democrat Adam Hamilton in a state red for almost a century, while early voting is already underway. In Texas, Democrat Talarico begins a final campaign tour before the Nov. 3 Senate election, and the No Kings movement is turning its crowds into voters.
That Senate seat is a prize: Ken Paxton's anti-abortion influence already reaches beyond Texas and could extend further from Washington. Meanwhile a peptide-industry group is set to meet the White House over a pending regulatory plan for substances popular with wellness influencers and HHS Secretary Robert F. Kennedy Jr. And the administration keeps hunting its enemies: Obama rebuked Trump over the investigation of Representative Ilhan Omar.
Abroad, Albanian Prime Minister Edi Rama ruled out negotiating with protesters who throw cobblestones. The WSWS places the student protests in Albania, alongside France, Spain and Belgium, within an international wave of class struggle against austerity, inequality and police repression. In Australia, police say a car hit a federal independent lawmaker, critically injuring her in a potentially deliberate act.
Zoom out: As early voting opens on the US midterms, the Trump administration leverages federal health dollars to force hospital deregulation at home while an international wave of class struggle sweeps Albania, France, Spain and Belgium.
