L.A'.s first ethics chief, Benjamin Bycel, dies at 84

Benjamin Bycel worked as an attorney for the ACLU and later as a civil rights lawyer in Santa Barbara, successfully arguing a landmark California Supreme Court case. In 1991, he took on his most high-profile role: founding director of the Los Angeles Ethics Commission.
