Why did a wave of migrants cross from Morocco into Spain's Ceuta territory?

A sudden rush of migrants tried to enter Spain's Ceuta territory from Morocco. At least 67 people died in commotion, some drowning or being trampled. Tens of thousands voluntarily returned to Morocco, and Spanish officials say that most of the migrants have already been sent back over the border.
